【摘要】:1BackgroundAnISO/IEC11179-basedmetadataregistry(MDR)(hereafterreferredtoasa"registry")isatoolforthemanagementofshareabledata;acomprehensive,authoritativesourceofreferenceinformationaboutdata.Itsupportsthestandardizationandharmonizationprocessesbyrecordinganddisseminatingdatastandards,whichfacilitatesdatasharingamongorganizationsandusers.Itprovideslinkstodocumentsthatrefertodataelementsandtoinformationsystemswheredataelementsareused.Whenusedinconjunctionwithaninformationdatabase,theregistryenablesuserstobetterunderstandtheinformationobtained.Aregistrydoesnotcontaindataitself.Itcontainsthemetadatathatisnecessarytoclearlydescribe,inventory,analyse,andclassifydata.Itprovidesanunderstandingofthemeaning,representation,andidentificationofunitsofdata.Thestandardidentifiestheinformationelementsthatneedtobeavailablefordeterminingthemeaningofadataelement(DE)tobesharedbetweensystems.2PurposeThepurposeofISO/IECTR20943-1:2003istodescribeasetofproceduresfortheconsistentregistrationofdataelementsandtheirattributesinaregistry.ISO/IECTR20943-1:2003isnotadataentrymanual,butauser'sguideforconceptualizingadataelementanditsassociatedmetadataitemsforthepurposeofconsistentlyestablishinggoodqualitydataelements.Anorganizationmayadaptand/oraddtotheseproceduresasnecessary.3ScopeThescopeofISO/IECTR20943-1:2003islimitedtotheassociateditemsofadataelement:thedataelementidentifier,namesanddefinitionsinparticularcontexts,andexamples;dataelementconcept;conceptualdomainwithitsvaluemeanings;andvaluedomainwithitspermissiblevalues.4Registrationapproach—dataelementsandvaluedomainsThereisachoicewhenregisteringcodesetsandothervaluedomainsinanISO/IEC11179metadataregistry.SomeRegistrationAuthoritiestreatthesesetsasvaluedomains,andotherstreatthemasdataelements.ForthepurposesofISO/IECTR20943-1:2003,thechoicewillalwaysbetotreatthesetsasdataelementsunlessexplicitlystated.Thischoiceismadetohelpillustratethewaytoregistermanydifferentkindsofdataelements,includingexamplesforregisteringstandardcodesetsasdataelements.
