MIL-STD-1798A, DEPARTMENT OF DEFENSE STANDARD PRACTICE: MECHANICAL EQUIPMENT AND SUBSYSTEMS INTEGRITY PROGRAM (15 APR 2008) [SUPERSEDING MIL-HDBK-1798A]., The purpose of this standard is to describe the general process to achieve and maintain the physical and functional integrity of the mechanical elements of airborne, support, and training systems. The goal of this integrity program is to ensure the operational safety, suitability, and effectiveness (OSS&E) of a weapon system, while reducing total life cycle cost. The process described herein establishes a disciplined engineering process that will ensure the physical and functional integrity of the system being procured and sustained. This standard allows the process to be tailored in a competitive environment to meet specific equipment, subsystem, and/or system requirements. The Mechanical Equipment and Subsystems Integrity Program (MECSIP) is implemented in the planning process and continued until retirement of the system. The MECSIP Program will be established and maintained in accordance with this standard and/or tailored to satisfy specific program strategy.The product life cycle described herein is a 揷radle-to-grave?process that applies equally to the design and sustainment phases. It applies to new development, modifications, upgrades, and sustainment. It applies equally to both development and non-development items, including those that are commercial off-the-shelf (COTS) items. For development items, the purpose of this process is to establish and sustain a design that meets the service life, mission, usage, and environmental requirements. For non-development items, the emphasis is on definition of the capabilities of the item when subjected to the intended service life, mission, usage and environments. If shortfalls are identified in the existing capabilities of a non-development item, the Program then has the necessary information to initiate the appropriate trades relative to the cost of the design change versus required performance, maintenance actions, total operating cost, and impact on mission, etc.
